Kim Martusewicz was born in Jefferson County and grew up on his parent's farm in Evans Mills with his seven siblings.

Judge Kim Martusewicz has been a volunteer and elected public official in Jefferson County for nearly his entire adult life. He has had twenty years in private law practice, fourteen as part-time Theresa Town Justice, and ten years as Jefferson County Court Judge - handling over five-thousand cases and earning an outstanding appellate record. He also created the Jefferson County Drug Court Program for non-violent drug and alcohol offenders.

Judge Martusewicz has been a former member of the Board of Trustees of WNPE/WNPI, former Governor-Appointed member of the board for the Hudson River-Black River Regulating District, former board member and president of NOW (Neighbors of Watertown), former member and vice chairman of the board for the Jefferson County Community Services Board (which is responsible for the oversight and supervision of the Mental Health, Mental Retardation and Alcohol/Substance Abuse Programs in Jefferson County), etc.
